Delivering the sermon for the `Id prayer before performing the prayer

Question

Some scholars in our country deliver the sermon for the `Id prayer before offering the prayer itself. Is this permissible?

Answer

The proper practice according to the Sunnah is for the sermon to be given after the `Id prayer is performed. 

Ibn `Umar tells us: “The Prophet (peace be upon him), Abû Bakr, `Umar, and `Uthman used to pray the `Id prayer before giving the sermon.” [Sahîh al-Bukhârî and Sahîh Muslim

Ibn `Abbâs informs us of the same. [Sahîh Muslim

The jurist Ibn Qudâmah says: “That the sermon for `Id takes place after the prayer is a matter in which we know of there being no disagreement among Muslims, except the disagreement of the Ummayyad ruling family.” [al-Mughnî

Sâlih b. Shihâb relates the following incident regarding the Ummayad ruler Marwân:
(The Ummayad Caliph) Marwân delivered the sermon before performing the `Id prayer. A man stood up and said: “You have gone against the Sunnah, the sermon is to be given after the prayer.” 

Marwân replied: “That practice has been abandoned.” 

Thereupon Abû Sa`îd stood up and said: “As for that speaker, he has fulfilled his duty.” 

Then Abû Sa`îd mentioned the words of the Prophet (peace be upon him): “Whoever among you sees some wrongdoing, he should condemn it with his hands. If he is unable to do so then he should condemn it with his tongue. If he is unable to do so, then he should condemn in his heart, and that is the weakest of faith” [Musnad al-Tayâlisî. Also: Sahîh Muslim with the phrase “he should change it” rather than “he should condemn it”]
In light of all of this, we say that delivering the sermon before offering the `Id prayer is no different than abandoning the sermon altogether. The reason for this is that such a sermon has taken place outside of its appointed time. 

It should be kept in mind, however, that the sermon is a Sunnah for the two `Id prayers and not an obligation. It is neither obligatory to attend the sermon nor to listen to it.
